It comes from Race Driver (Look at the wheels and the driver) or read the readme.txt

I Converted it because I have NFS3 and NFS4 doesnt work on my computer.
(Oops, I miss read your comment.) It can only work on NFS4 if you convert the fce file from NFS3 to NFS4
