There is a new series of programs for making your own NFS 3 tracks, more easy than ever, but strictly NFS 3 use only. Here they are with a description:

TRK Editor-This lets you take the files from any map from NFS 3 and lets you edit it.
TRK Converter-Converts the files to the right file format (after using the TRK Editor, it automatically, puts them as .TECS3, after using the converter it puts it as a file called .TKC3)
TRK Compresser-Compresses all the files made into one (when you add the Track model files, you only need to add one, but you will need to use the converter again and convert it from a .COM3 to a TES3)
TRK Generator-Generates a NFS 3 track based on image, description or icon.

In order to get them you need to search them in google or something like that.
