I noticed this when i went to marker management, it said it was not for sale. So how do i get it? Is it special?

Probably using a Trainer or Cheat.

I noticed this on the 360 version as well. No cheats that I know of allow me to use it.

you win it after dominating an event and selecting the right card.

As Sinister said, its the rarest of the cards but I think I have found a way to get it every time. Will update when i have more info :D
