Well to find the proper FPS (frames per second) configuration, just run fraps while you play a game. While playing, there will be yellow numbers on one of the corners of your screen.
So if you're getting something like 30 FPS in most games, set the video FPS configuration to 25-30 FPS. If you're getting 50 FPS, set Fraps to 50. If you're getting something like 45 or 55, you can make a custom setting.
Note however that settings Fraps anything below 20 FPS will make your game run slower and the videos will be choppy.
Another option I recommend you select in Fraps is "Half-size" (reduces the resolution of the video your recording in half) rather than "Full-size" (which records full-screen videos). That way, your videos will be much smaller in size (big videos from Fraps can run very poorly when you try to play them).
One last optional thing you can do is compress your videos with a codec so that they become smaller and can be managed easier (this might also solve your problem if they crash or run slow in Windows Media Player). To do that use this program called VirtualDub
What you do with it is you open the video your recorded with Fraps, and then your compress it (click "Video>Compression...", then select a codec. If you have DivX or XviD, those are the best for video compression - if you don't have them you can download them - they are free so just Google them. After that you click "File>Save as AVI...").
