Any idea?
You must know savegame called 100PER, that save contains all cop cars from the game. I have a question: how to make them avaliable in your own savegame? All police cars I trying to make avaliable has stock (not police!) bodykit with no police vinyl. As far as I know there is no tool to import/export cars (but sure it must be very useful tool). Maybe only with HEX editing?

Small thing I've noticed: If to duplicate any police car (but not TCB State Polce Muscle) and make it another car (that's avaliable for cops too, but not TCB State Polce Muscle again) you'll get that car with police bodykit (that's why you can't use TCB State Polce Muscle, it has police bodykit as default, but other cop cars don't), but with no vinyl, and you won'tbe able to place vinyls on that car. Tested on NFS Nation Save Editor.

Either use a trainer or a hex editor.

Use Carreplacer 1.1, it shouldn't be hard to find
