Here's what happens: Whenever I put back the open tray of my DVD ROM (with the button, of course), the computer just locks up, freezes, I can't move the cursor or do nothing like that. I have to restart the computer to get it back to normal. But if I open the tray and close it again, the same thing happens.

so basically you can't open the dvd tray casue it will just close after doing so?

I had a similar problem where the floppy and/or optical drives would be attempting to load something when my computer froze. All my problems were solved when I replaced it... cost me $5, used. Otherwise, I would try a full disconnect/reconnect of everything connected to the motherboard. Even better a reformat should solve all your problems. Make sure you backup before hand.

maybe try unplugging all power connections that connect to the mother board then connect them again. that is the only thing i can think of atm

What are the specs of your computer?
It might be as simple as replacing it, or it could be the PSU.

Specs of my PC:
Mobo: ASUS P5S MX SE mobo HDD: 80 GB GFX Card: GeForce 7300GS infiity 350W PSU Optical Drive: HP DVD Writer 1260d Processor: Intel E2200 Dual Core @ 2.20GHz each RAM: 1 GB DDR2 (512 x 2) Thankfully it's only been 6 months or so, so getting it fixed won't be a problem. I may take it to the store and try replacing the cables and all, but I heard from other sites I asked the problem may lie in the mobo. Asus mobos suck anyway.

OK, this problem is not only limited to the DVD ROM. Whenever I insert any new device (webcam, microphone, etc.) the computer hangs. The DVD ROM sometimes responds, sometimes doesn't, and sometimes does only halfway. I right now have a disk inserted but it won't detect it.
Interestingly enough, this issue most commonly occurs at night more than the day. What I can conclude is that the problem lies in the PSU, as it is probably not distributing power properly, or it's not getting enough, since at night we consume more power (lights and ACs), and this country does suffer power shortages and outages. So could this mean I have to get my PSU checked and/or replaced?

It really depends how much it costs to have it checked and how much a new PSU would be.
Honestly, I wouldn't bother checking it, I'd just get a new PSU. And see if you can get on that's a bit more powerful, say a 450W.

Flash your BIOS to the latest version. Update your mobo drivers.

If the problem begins before the PSU I doubt changing the PSU would help that much. You gotta make sure the power going to the PSU is kept at a constant level. There's stuff that can do that.
For now you can unplug one of your RAMs, underclock the CPU by about 200mhz, and remove the GPU if you don't really need it. And listen to the foo above me, that just might fix the problem.
