How do u get Tier 4 cars in NFS undercover?

what level do you have to be to get the top cars.. the section that the ford gt is in... the most expensive cars. I have enough money to buy them but they are locked.

The T1 car shop will become available after you do a certain amount of races. Not sure whether those need to be story related races.
