You can also use some HD photos to create them , it's pretty simple to make once you get the basis with the layers on Photoshop.
My technique would be to use a game ( like NFS World ) to make the base of the vinyl , then export it with TexMod (or any texture ripper) then editing it.

Photoshop or GIMP. I have Photoshop. An old version likd the CS5 /CS6 works perfectly.

No, I meant that the Photoshop app it  self. I found a download link to download it and the size was 1.8GB

Yup , that's the size of it , most of the time. Be sure to download it from a secured source, though.

Tbh, I use Photoshop CS4 Portable and works perfectly for me. Cause I have a potato PC with 128 MB RAM and after playing MW for 15-20 minutes, the pc case will overheat and freeze. <_
