For the best experience, I recommend using this with my Improved Pursuit and Racing Heat mods.
This mod makes the fines more expensive, because lets face it, in real life you would be paying a lot more money. This mod makes you have to manage your finances more wisely and makes getting busted even more of a big deal.
To install, just extract to your game directory. Make sure you have modloader installed.
