Hey there, long time no see

This is my another mod which fix some of the game error, also making the game a bit easier
I also made some of the adjustment that i think it's better than vanilla

Changes that i made :
- Cross will always spawn in Heat 5 and above (except Heat 7), so you don't have to wait a long time for Cross to spawn.
- Change Federal Undercover cops in Heat 6 with normal Civic Cruiser so it matches with Final Pursuit Cutscene, also change the car name to "Modified Civic Cruiser". Note that this will remove Federal Undercover entirely because this will replace Federal Undercover model (I can't figure out how to change the cop car in the ending cutscene besides changing the car model).
- Disable that one cops patrol in Circuit Races in Webster's Race (Why this is the only Circuit that have cops patrolling ?).
- Fix the name of "Blue BMW M3 GTR" at the end of Final Pursuit with "Silver BMW M3 GTR", since the cops will mention your car as Silver BMW in Free Roam.
- Swap some of the cops name. For example, "SUV Heavy" now called "Heavy SUV", "Civic Undercover Cruiser" now called "Undercover Civic Cruiser", etc.
- Change "Ronnie" rival name (not blacklist) to "Ron" instead so it doesn't confuse you.
