Adjusted Nos Cam, Cops, Infraction and Save Game with Every Item Unlocked

> A .nfsms file which:
- Adjusts the cops behaviour in free roam so they won't start pursuit randomly as soon as they see you. Now you can speed past them without worrying of being chased. Though, you can still start a pursuit if you crash into them or into other civillian vehicles
- Adjusts the infraction fines, now speeding and offroad driving wont give you any charges ($0 fines). To compensate that, i increased some other infraction fines such as Street Racing (750), Hit & Run (1000), Resisting Arrest (2500)
- Adjusts the nos camera to be more stable and less shaky so its more suitable for hwy battles, but you still get the FOV increase by a little

- This configuration was made by me figuring how things work with nfsvlted, i'm not the one who create nfsvlted and therefore i don't hold any rights to it
