Convertible Wind Noise Effect

Well I've got PU up and running on Vista 64 with the spec vintage series stuff. One thing that jumped back out at me was how the wind noise in the game kills the engine noise when the convertible top is down. Does anyone know what file/edit is needed to re-balance just those sounds? I tried messing with the game's control panel but it just made everything softer. I'd like to lower the wind a bit and raise the engine a lot for instances where the convertible top is down. Any ideas on how I'd tweak that?

There was once available a great tool the allowed you to add user made downloadable cars to the game directory. These cars were available to buy new and used in evolution mode. This tool was called "Car Adder". Is this tool available today from anyone?

I can't answer the first post. However, I have searched for the Car Adder tool in archieved websites and I do not believe that there is such tool named "car adder". Click on screenshot to direct to the archieved pages. You can click on affiliates link to see more sites to see if you can find the tool. Furthermore, you could try to type into the URL into the site where that tool originated from and look back into time using wayback machine.
